The optimal or primary use of an electrical fence is as a deterrentand delay device. The intrusion detection capabilities of electrified fences are secondary and are not as effective as dedicated intrusion detection systems at detection and
maintaining low false alarm rates. We recommend, where intrusion detection systems exist or could be installed and the electrified fence is to be utilized, that the
electrified fence operate only in its optimal dedication mode -- as a deterrent and delay -- and not as an intrusion detection system. The intrusion detection system integrated with the electrified fence
will detect all attempts to escape, will enable a high alarm resolution for fast response and will activate the electrified fence. The intrusion detection capabilities of the electrified fence
